EDUCATION DEPARTMENT CHANDIGARH ADMINISTRATION MID DAY MEAL SCHEME INTRODUCTION The National Programme of Nutritional Support to Primary Education (NP-NSPE) popularly known as the Mid-day-Meals (MDM) scheme aims to cover all students in classes (I-VIII) in Government, Government aided and local body schools. The objective of the programme is to give a boost to universalisation of Primary Education by increasing enrolment, attendance and retention and simultaneously impacting on nutritional status of children in primary classes. The MDM scheme in UT Chandigarh began with dry meals in the form of fruit bread, baked porridge, raw wheat and rice thereafter Sweet and Salted Mathis and in January, 2006 a step was taken to provide cooked meals on trial bases in four schools under the guidance of then H.E. The Administrator, UT, Chandigarh and slowly the cooked meals began to be provided to all the Govt. Schools and AIE Centres/Madrassas. CHILDREDN COVERED UNDER MID DAY SCHEME
CENTRALIZED KITCHENS Chandigarh Administration has engaged the following Institutes to prepare and provide cooked meals: (i) Dr. Ambedkar Institute of Hotel Management, Chandigarh. (ii) Chandigarh Institute of Hotel Management, Chandigarh. (iii) Chandigarh Industrial & Tourism Development Corporation, Chandigarh (CITCO). (iv) REWARDS (A NGO) set-up base kitchen at GMSSS-47, Chandigarh.

MONITORING
District level Steering-cum-monitoring committee under the Chairmanship Director Public Instruction(S), which will meet every month in 1st week of the month to monitor the implementation of MDM Scheme.
Besides above District Education Officer, Assistant Controller(F&A), Dy. District Education Officers & Asstt. Director Vocational Education carry out random inspections to monitor the MDM activities. Feedback reports regarding MDM are also being taken from the students. System of Helpline has been introduced to lodge complaints regarding MDM.
SCHOOL HEALTH PROGRAMME
Upto the end of 2nd quarter (upto 30.9.2010) of the financial year 2010-11 Health Department has covered 42 nos. (39.62%) schools/centres and 43,084 (35.51%) students under the school Health Programme.
QUALITY CHECK
It is proposed to ask the Health and Family Welfare department to take random samples of atta (wheat) and cooked meals from the cooking institutes where the MDM is being prepared and get the same analyzed to ensure quality of MDM being served to the students.

Average Cost of cooked meals is Rs.6.50 per child per day for primary stage and Rs.7.05 per child per day for upper primary stage. Govt. of India is contributing Rs. 2.02 (State share Rs. 0.67) per child per day for primary stage and Rs. 3.02 (State Share Re. 1.00) per child per day for upper primary stage and rest of the cost is being met from the UT budget.
TRANSPORTATION OF COOKED MEALS
For ensuring safety, quality, hygiene of food, cooked meals are transported by trucks so as to reach the destination in time. The term of present contract for transportation of MDM has since expired. However, the term of the contract has been extended upto 1.1.2011 with the approval of E.S. Tenders were invited for award of above contract twice. First time none of the three bidders qualified technically and second time none furnished their tender online by the due date i.e. 10.12.2010. The case has been put up to examine the technical requirements and further extension in the term of present contractor.
KITCHEN SHEDS
Kitchen sheds in 10 Government schools as under, are proposed to be constructed with facilities of storage for dry and wet ration etc. Tentative cost of each shed is Rs. 21.50 lacs as conveyed by the Chief Engineer, UT, Chandigarh. Out of 10 kitchen sheds, the construction work of seven kitchen sheds( Sr.No.1 to 7) have already been completed during the year 2009-10. Rough cost estimates for remaining three kitchen sheds are awaited. 1. GMSSS-10 2. GSSS-15 3. GMHS-38/D 4. GMHS-42 5. GMSSS-44 6. GMSSS-47 7. GMSSS-26 8. GMSSS-23 9. GMHS-29 10. GMSSS-40 As per the decision taken in a meeting held at site(GSSS 15) on 24.7.2010, under the chairmanship of Home-cum-Education Secretary, Chandigarh Administration, following decisions were taken:- a) Water storage capacity be increased alongwith supply line so that the supply is adequate to cook 7000 to 10000 Mid Day Meal at a time, washing of rice and cleaning of utensils. b) The bathroom be closed from inner side and a separate door provided from the out side. c) Separate approach road and gate be provided for trucks to enter and exit. d) Separate washing area for washing rice, cereals, vegetable etc. which is required to be done before cooking, be provided. e) The rear grill of the store be glassed over so that the rain water, rodents and insects dont enter the store. Administrative approval has been issued on 1.11.2010 to carry out the work at Sr. no. a) above. Chief Engineer, UT, Chandigarh has also been requested to get the above jobs carried out on priority basis so that the possession of kitchen sheds may be handed over to the concerned kitchen incharges as per orders of E.S. FOOD GRAINS
Status of Grievance Redressal System Senior officers of the Chandigarh Administration as well as Education Deptt, UT, Chandigarh are monitoring the implementation of the MDM scheme. Feed back proformas have been introduced to obtain feed back regarding quality of MDM from the students directly. Grievances, if any, are discussed in the review meetings being held regularly under the Chairmanship of Home-cum- Education Secretary, UT, Chandigarh and the same are redressed as per decisions taken from time to time.
INSPECTION AT THE COOKING INSTITUTES
Principals/Vice Principals/Headmasters/Headmistresses have been assigned the duty to supervise the preparation of MDM at the cooking institutes from 5.00am to 10.00am on rotation basis.
MONITORING INSTITUTE
The implementation of MDM scheme is also monitored by the independent agency i.e. Punjab University, Chandigarh, designated by the MHRD for Chandigarh.
OUT COME OF MDM INSPECTIONS
During the period from August, 2010 to November 10, 2010, MDM activities have been inspected at 27 nos. cooking institutes/schools by the HCS/PCS officers and 20 nos. cooking institutes/schools by Dy. DEO-II. Reports of above inspections received reveal that there was no major complaint regarding the quantity, quality and hygiene of MDM. However, one Officer (Ms. Amandeep Kaur, HCS) has pointed out that there are no water coolers in the schools i.e. GSSS-15, GMSSS-16 and GMSSS-10. In order to ensure that all the schools/institutes are covered during the year it is proposed that concerned officers may be requested to increase the number of inspections.
FEEDBACK REPORTS REGARDING MDM RECEIVED FROM STUDENTS OF VARIOUS SCHOOLS.
Feedback Reports regarding MDM have been received from 724 students of various schools. Perusal of Feedback Proformas have reveled that there is no complaint regarding quantity, quality and hygiene of MDM. However, some students have stated that teachers do not eat MDM with students. Necessary instructions in this regard have been issued to all the concerned schools. Some students have suggested to provide fruits, sweet dish and paneer dishes.
